Procter Contracts was commissioned to upgrade an underused area of HMP Rochester to accommodate increasing capacity while maintaining the highest security standards.
The brief required:
- A solution to secure a high-risk area
- Robust fencing that deters climbing, cutting, and unauthorized access
- Compliance with MOJ specifications and optional Secured by Design standards
We recommended 358 prison mesh fencing, renowned for its anti-climb design, durability, and excellent through-visibility, ensuring maximum protection while enabling effective surveillance.

The Solution
