For Gate Safety Week 2016, Procter Automatic Gates will be offering free copies of its popular Powered Gates Risk Assessment Calculator for undertaking risk assessments on new and existing sliding and telescopic gates. The Risk Assessment Calculator is based on BS EN ISO 12100:2010, the standard for machinery risk assessment and risk reduction, and is powerful yet user-friendly. After entering appropriate values for each hazard’s Likelihood of Occurrence, Frequency of Exposure, Degree of Possible Harm and Number of Persons at risk, the Risk Assessment Calculator generates a Hazard Rating Number and Degree of Risk so the user can decide whether the action is required. The Calculator also has a ‘Type of Operation’ worksheet containing a table similar to that in BS EN 12543 showing recommended gate controls.
Throughout Gate Safety Week, Procter Automatic Gates will also be promoting its free Specification Checking Service for architects and specifiers planning to use powered gates. Designs, specifications and gate usage information can be submitted to Procter Automatic Gates, whereupon the company’s experts assess whether the gate meets the requirements of the Machinery Directive for CE marking and whether the gate complies with the Powered Gate Group’s Gate Safety Guide.

Following an accident involving a poorly designed telescopic gate, the HSE (Health and Safety Executive) has prosecuted the manufacturer and installer. This accident and subsequent prosecution show why it is so important that architects and specifiers of new powered telescopic gates, as well as users of existing gates, should not take gate safety for granted. Procter Automatic Gates, a part of Procter Contracts, has always taken gate safety very seriously, which is why it has published a White Paper and produced a free Powered Gate Risk Assessment Calculator.

In February 2016 the HSE reported that the manufacturer and installer of a defective gate had been successfully prosecuted for breaching Section 3(1) of the Health and Safety at Work etc. Act 1974, and was fined £20,000 and ordered to pay costs of £5000. In the accident that led to this court case, a failure in the telescopic gate drive mechanism resulted in a gate leaf coming out of the guide runners and falling on the person who was attempting to manually close the gate. One of the gate’s vertical rails struck his leg, causing muscle and nerves to be torn away. He was hospitalised for ten days and unable to return to work for a year.
Speaking after the hearing, HSE inspector Dean Baker said: “Powered gates pose a risk to employees and members of the public. Those responsible for installing, maintaining and operating these gates need to make sure they are safe during installation and use. This accident could have been avoided if the clearly foreseeable risk of the gate falling had been identified and controlled.”
The Powered Gate Group of the Door and Hardware Federation (DHF), of which Procter Automatic Gates is a member, recently published Safety Warning Notice No 1, ‘Telescopic sliding gate safety’, with the aim of preventing further accidents of this type. DHF training officer Nick Perkins stated: “Telescopic sliding gates present more complex issues than conventional gate designs and so hazard control and maintenance requirements are more complex as a result.” He added that state-of-the-art safety systems are likely to be required, such as laser scanners and light curtains. The DHF Safety Warning Notice, as well as other gate safety guidance documents, can be downloaded from www.dhfonline.org.uk.

Procter Contracts has published a new White Paper, ‘Safety requirements for powered telescopic gates’. This complements the company’s existing White Paper addressing safety requirements for powered sliding gates. The new White Paper contains a wealth of useful information and guidance and is written in plain English for architects, specifiers and users who need to be aware of the safety issues relating to powered and automatic telescopic gates.
Powered telescopic gates are powerful machines that, if inadequately safeguarded, have the potential to cause injury or even fatalities – as has been the case in some recent tragic accidents. Powered gates must, therefore, be CE marked in accordance with the European Machinery Directive 2006/42/EC. Procter’s latest White Paper explains the regulatory background and lists the most important British and European standards for telescopic gates covering design, testing, installation and use. In addition, there is information about the three Safety Notices published by the Health & Safety Executive (HSE), links to gate safety pages on the HSE website, and reference is made to the guide from the Door & Hardware Federation (DHF).
As well as illustrating the hazards associated with powered telescopic gates, and giving examples of the measures that can be taken to eliminate or reduce these to an acceptable level, the guide to telescopic gate safety also explains the concept of fail-safe controls and emphasises the need to undertake a risk assessment and keep documentary evidence. Telescopic gates are closely related to sliding gates, but there are significant differences that must be addressed in the risk assessment; these are discussed in the White Paper.
Powered telescopic gates are normally CE marked after they have been installed, hence the White Paper provides guidance on what architects and specifiers should consider in relation to installation and supplier selection. It also covers maintenance, because periodic servicing is necessary to ensure the safety features are functioning correctly and the mechanical and electrical equipment will continue to give good service.

Procter Contracts is launching a range of Pro-glide Telescopic Gates that can be supplied as standard products, customised or fully bespoke.
Procter Contracts is launching a new range of Pro-glide Telescopic Gates, complementing the sliding, swing and bi-folding gates that the company also offers. The new telescopic gates are ideal for applications requiring wide access for vehicles but where there is only limited space available for the open gate. As with its other gates, Procter can customise the telescopic gates to suit customers’ needs in terms of height, width, infill, aesthetic features and access controls – or create fully bespoke gates. All of the gates are designed and manufactured to comply with relevant standards and are CE marked in accordance with the Machinery Directive to ensure that they are, in fact, safe.
The new Pro-glide Telescopic Gates are closely related to the tracked versions of the Procter Pro-glide sliding gates but with a number of changes to achieve the telescoping effect. Furthermore, because of the inherent differences between sliding and telescopic gates, the telescopic gates typically incorporate more safety measures to protect people in the vicinity of the gate during opening and closing. Single telescopic gates can be supplied for openings of up to 14m or a pair of gates can be used for openings of 28m maximum width. Despite the large openings that can be catered for, the multiple-leaf construction means telescopic gates open and close relatively quickly, so this type of gate is attractive for applications where the access must be secured after every vehicle movement.
PDF drawings are available to download (and CAD files can be provided on request) for telescopic gates with infills of palisade, balustrade, welded wire mesh and high-security 358 welded wire mesh. Of course, architects and specifiers can opt for alternative infills to suit particular security or aesthetic requirements; indeed, one customer recently specified laser- cut panels that match the adjacent bespoke fencing panels for a very striking visual appearance.
Depending on the application, the new Pro-glide telescopic gates can be finished in long-lasting hot-dip galvanising or, where aesthetics are important, powder coated on top of the galvanising and/or clad with timber to ‘soften’ the appearance in applications such as residential developments. Other options include laser-profiling to incorporate logos, company names or abstract designs. Support structures and fencing around the runback area can also be customised.

Procter Contracts’ new modular Pro-acoustic Environmental Noise Barrier Systems offer a number of benefits over timber acoustic barriers
Procter Contracts is introducing modular Pro-acoustic Environmental Noise Barrier Systems that offer a number of benefits compared with traditional acoustic barriers constructed from timber. Both the Reflective and Absorptive Pro-acoustic systems are manufactured from high-strength glass-reinforced polymers and in most cases, the panels are installed between galvanised and polyester powder-coated steel posts.
This engineered construction is extremely durable and needs no maintenance, having a design life of 40 years with no degradation in acoustic performance; this is in stark contrast to timber acoustic barriers in which the wood can shrink, warp, rot and require periodic maintenance. The Pro-acoustic glass-reinforced polymer panels and steel posts withstand aggressive environments and solutions such as salt spray and oils, are graffiti-resistant and are impact-resistant to cope with day-to-day knocks. Standard colours are UV-stabilised green, grey and brown, but bespoke colour schemes can be produced depending on volumes.
