The Background

Procter Contracts has designed, manufactured and installed a complete package of high-quality gates and Secured by Design fencing for Three New Bailey, Salford, which is to be occupied by HMRC as its new Greater Manchester base from 2022.

Developer Bowmer + Kirkland had been asked to create something out of the ordinary for the new seven-storey building that HMRC (HM Revenue & Customs) will be leasing in its entirety for 25 years. The designers therefore wanted a strong aesthetic but, because of the nature of the tenant, they also placed a high priority on security.

The Solution

To soften the appearance and present, quite literally, a green front, the landscape architects had specified planting in front of the fencing in strategic locations. This gave rise to particular challenges due to the presence of an underground car park, subsurface services and the need for concrete bases for the gates. Fortunately Bowmer + Kirkland’s team was able to work closely with the designers from Procter Contracts to ensure that the planting could be carried out as required. Not only were the concrete bases for the gates sized and located so as to allow the plants to flourish, but the design for the bases also ensured there was no need to disturb the services in the vicinity of the gates.

The main entrance gates for the HMRC building are automated tracked sliding gates. These were designed and manufactured in-house by Procter Contracts, and the company’s own installation team subsequently laid the concrete bases and erected the gates. Fully compliant with all current safety standards and guidance, the gates were CE Marked after commissioning to indicate that they meet the health and safety requirements of the European Machinery Directive and are, in fact, safe. Procter Contracts is a founder member of the Automated Gate Group of the dhf (Door & Hardware Federation), as well as a Gate Safe Aware Installer, and has always been at the forefront of powered gate safety.

As is the norm for Procter Contracts, the gates and support structure were fabricated in steel and finished with a polyester powder coat for an excellent aesthetic and long-lasting, low-maintenance durability. However, an unusual feature of these gates is the cladding. Aluminium composite panels, imported from Germany, feature a printed graphic design and are fixed securely to the gates to present an eye-catching and attractive façade that complements the building and planting. Furthermore, the aluminium panels also benefit from a smooth surface with no handholds, which deters would-be intruders from climbing the gates.

To complement the automated gates, Procter Contracts supplied and installed a set of manually operated bi-folding gates that require very little space when open. Similar to the main gates, these are fabricated from steel, powder coated and clad with printed aluminium composite panels. In addition, the scope of supply included approximately 110 linear metres of all-steel, self-raking balustrade railings, with the same style of panels attached. All of the fencing meets SBD (Secured by Design) standards to provide the necessary level of perimeter security as specified by the developer.

A further challenge met by Procter Contracts during the New Bailey project was the need for city centre working. A busy construction site can quickly become crowded, so the installation of the gates and fencing was planned very carefully in terms of scheduling and onsite working. As a result of the detailed planning that took place in conjunction with Bowmer + Kirkland, the gates and fencing were installed very quickly, thereby minimising the time that Procter Contracts was on site.

The Result

Hywel Davies, Director of Procter Contracts, comments:

“This project ran very smoothly and we relished the challenge of providing something different and exciting. Our in-house design and manufacturing expertise means we are well placed to take on projects that are outside the comfort zone for other gate and fencing companies.

Although we have a broad range of standard automated gates of all types – sliding, swing, telescopic and bi-folding – architects often want to create a striking entrance feature by designing bespoke gates, so we can either adapt one of our standard gates or create something from scratch. And in all cases, we use our expertise and experience so the gates provide the required combination of quality, security, aesthetics, safety, and value for money.”

The Background

The Taff Bargoed Climbing Centre has recently installed a new solar panel system to the front of their complex. Due to the nature of the solar panels, they needed to ensure that no one could gain access into the area without permission. Therefore Taff Bargoed development approached Procter Contracts for a solution.

The Solution

After a site survey, it was suggested by a Procter Contracts representative that they should have a 2.4m high pro-mesh fencing system. The system provided was installed with a 2m wide double leaf access gate to match. By carrying out the works it meant the solar farm was secured from the public to re-open the complex.

The Result

“I wish to express that the Taff Bargoed Development Trust is very pleased with the work carried out by Procter Contracts at the Trusts centre.

The work concerned the erection of 2.4-metre mesh fencing, gates and also the erection of timber posts which was a test although Procter was not found wanting and they were professional throughout and I will use the company again in the future.”

The Background

Procter Contracts were engaged in the manufacture and install of the purpose made balustrade rails to the entrance of the front new building.

The Solution

Install only galvanised screening to the boundary area. Also, to provide a timber refuse area, and ad hoc purpose made cycle store to provide a secure area for cycles.

The Result

James Wakley, Project Surveyor, Bam Construction

“I have worked with Procter on a few recent projects including the high profile CUBRIC project which has been voted RICS project of the year in 2017. I have always found Procter to be a professional and helpful contractor and commercially they are a pleasure to work with. When required they worked with us collaboratively to find value engineering solutions and always offer best value for money.”

Nick Jones, Senior Site Manager, Bam Construction

“Procter Contracts undertook the extensive perimeter fencing on Cubric Project for Bam Construction.”

The Background

We worked alongside Morgan Sindall to ensure the safety of the works and all works were completed for the handover for the new school year.

The Solution

We were able to supply and install brand new Access Gates & Fencing to the new primary school.

The Result

“We worked with Procter fencing on a £7.5m primary school in Larkhill, north of Salisbury.

This project comprised of boundary fencing, sports pitch fencing, Armco barriers and timber cladding to the sprinkler tank and bin store along with the full range of street furniture. Procter was great to work with and along with the operatives, would do anything to help the team and work together effectively.”

The Background

Another opportunity for Procter Contracts to demonstrate our design and manufacturing skills across a wide range of applications. Together with Readie Construction, we delivered another successful project for Travis Perkins.

The Solution

5m high acoustic fencing with automatic gates, a good example of how versatile we are, both in what we manufacture and install.

Readie Construction was over the moon with how efficient we managed the work and adhered to all deadline. So much so this was the first of many projects we have embarked on together.

The Background

A straightforward project for us and a good example of how we are able to manufacture bespoke fencing and matching gates along with more standard products.

The main structures had to be exceptionally strong due to the location of Cardiff Bay and resulting high winds.

The Solution

We manufactured and installed 4.0 m high featheredge visual screening, 7.0 m high acoustic screening, plus seven automated gates and pedestrian turnstiles.

The areas shown have since been used for the sets of Casualty and Holby City.

After a storm with 100mph winds, the noise barriers acoustic fencing is still there without any damage.

The Result

Very pleased with the overall job and especially the acoustic screens.

The Background

This highly prestigious project saw us take control of the design of all the railings, gates and bespoke metalwork; we then went on to manufacture and install. This was a very large contract carried out over an 18 month period.

We were very proud to be involved in the redevelopment of the old Arsenal Stadium, which very much allowed us to demonstrate our design and manufacturing skills across a wide range of applications.

The Solution

Having previously supplied fencing for the Emirates Stadium, Procter Contracts won a contract from Sir Robert McAlpine, the main contractor, to manufacture and install fencing, railings and gates to the architects’ drawings. However, using its considerable experience, Procter Contracts was able to suggest subtle design changes – such as increasing the section for the steel in certain components to improve the structural performance while preserving the design intent.

Because of the nature of the project, all of the fencing, railings and gates were bespoke. Included within the scope of supply were hundreds of linear metres of railings and fencing, with different heights and styles used for various locations on and around the site. For example, most of the railings around the site were 3.5m to 4m high, which is considerably higher than is normal. Another example of the bespoke work is the design for the ‘heritage’ railings in the gardens; this was developed to reflect styling features found in railings used locally in North London. Elsewhere, Procter Contracts worked successfully with the architects to develop a design of boundary demarcation that did not look like conventional ‘railings’. In order to achieve a tough, long-lasting yet attractive finish, all of the steelwork was galvanised and treated with a polyester powder coating in the architects’ specified colour.

As far as possible the fabrication was undertaken at Procter Fencing Systems’ factory to minimise the amount of on-site work. When it came to the installation, the company took full responsibility for the foundations and cranage in addition to the actual fixing in position.

Automated and access-controlled vehicular and pedestrian gates were also designed, manufactured and installed by Procter Fencing Systems, with the powered gates being CE marked in accordance with the European Machinery Directive.

The fencing, railings and gates for Highbury Square were completed on time and within budget, with the end result being notable for the quality of the design, manufacture and installation. Projects of this type, in which everything is custom-designed and manufactured, inevitably give rise to minor problems. Nevertheless, Procter Fencing Systems resolved all such problems promptly and effectively, with this high standard of service is much appreciated.

When tendering for the project, Procter Fencing Systems had been able to offer a rare combination of specialist expertise in fencing, railings and gates, with the ability to design and manufacture bespoke products and undertake the installation. Furthermore, the size of the project was well within Procter’s capabilities.

The Result

Highbury was home to Arsenal Football Club from 1913 to 2006, when the club moved to its new Emirates Stadium in nearby Ashburton Grove. One of the most famous features of the Arsenal Stadium at Highbury was its 1930s ‘Art Deco’ East and West stand. Indeed, the East Stand was later considered to be sufficiently architecturally significant that it was designated a Grade II listed building.

When the stadium was redeveloped, the facades of the East and West stands were retained and incorporated within the new apartments constructed on the site; the North and South stands were demolished and replaced with new-build blocks.

Now the redevelopment is complete, Highbury Square contains 724 luxury apartments and the pitch has been converted into a communal garden – with car parking, a gym and a plant area contained in a basement below.

Very pleased with the end result and the architect noted that we’d taken control of the design element which he had limited experience in.

The Background

Procter designed and built this new state of the art school, to comply with the police SBD (secure by design) scheme.

The Solution

Procter was involved early on in the scheme to assist in the design process, right through to the final installation and inspection, which was then inspected and certified by the secured by design official.

The Background

This was a large project for a school and the third we’ve completed for the contractor in the Croydon area. It involved a wide range of fencing products, including the initial temporary hoarding through to bespoke louvred panels, plus a matching automatic swing gate. Both the bespoke panels and gate were manufactured by us.

The Solution

As it was for a special needs school, there was an obvious requirement for the fencing and main gate to provide both security and privacy for pupils.

The Result

“Nothing was too much trouble for the Procter Contracts Manager, and I found him to be very helpful and he dealt with all the issues very well as they arose.”
